Our client is looking for an experienced Senior Finance Officer.

To lead on the accounting arrangements for the Complex Care Pool Budget, liaising with Halton Clinical Commissioning Group (HCCG) and other external partners to ensure proper accounting and budgeting arrangements are in place

To oversee the monitoring of the pooled budget, ensuring effective financial performance monitoring is in place to enable timely action to be taken for spend to remain with budget. Liaise with HCCG and provide regular updates on the financial performance of the pooled budget.

To attend the Executive Care Board and Partnership Board, reporting on the financial performance of the pooled budget, reporting on past, present and future financial performance and provision of financial performance data.

Prepare annual Pool Budget Memorandum of Accounts and Balance Sheet extract, provide advice and support to the closure of accounts process in accordance with financial reporting standards.

Assist finance and service colleagues with the financial implications of the implementation of the Integrated Care Service Partnership (ICSP) due 1st April 2022.

To assist divisional and service colleagues in understanding the financial impact of adult social care legislative changes. Providing financial analysis for input into the Councils Medium Term Financial Strategy.

To assist in the development and implementation IT systems, attend and provide input into working groups

To liaise with Budget Managers and Commissioning Managers to ensure that current and emerging needs of service users and carers are taken into account in the budget and financial plans.

To provide effective financial management training for Budget Managers and other appropriate officers, including budget management and closure of accounts requirements.

To undertake proper financial appraisal of service development options, in liaison with budget managers, and where appropriate to feed these implications into the budget process. 

Understanding of the accounts cycle and the importance and impact of the final accounts process.

Ability to write & present reports dealing with complex financial issues in a clear and concise manner.

Highly organised and able to plan and prioritise work.

Ability to use initiative and make sound judgements, working with minimum supervision.

Excellent oral communication skills

Confidence in liaising with senior officers.

Ability to consistently achieve tight deadlines.

Confidence in leading a small team when required.

Understanding of accounting requirements for grant and other external funding.

Ability to provide creative and innovative solutions to issues and problems.
